Jefferson City sex offender charged with child molestation

A Jefferson City man was charged with child sex crimes after he was accused of sexually assaulting a youth at a residence.
Jimmie Payne, 38, was charged on Wednesday with second-degree child molestation and attempted second-degree child molestation. A warrant was issued for his arrest on Wednesday and no bond was set. He was not listed on the Cole County Jail roster as of Wednesday evening.
According to the probable cause statement, a person described as a witness reported to a school resource officer on Nov. 4 that the victim was assaulted by an unknown man. The victim was able to identify Payne in a photo lineup, the statement says.
During an interview, the victim told officials that they were assaulted by a man in the laundry room of a residence, court documents say. The victim fought off Payne during the assault and he eventually left, the statement says. Another person saw the assault occur, the statement says. The victim’s parent was not aware of the assault until authorities told them, court documents say.
Payne’s girlfriend lives in the same residence, but claimed that Payne did not live there and was homeless, the statement says.
Payne is a registered sex offender and previously pleaded guilty in 2018 to fourth-degree child molestation. He was sentenced to three years in the Missouri Department of Corrections.
