Police: Man facing seconddegree kidnapping charges out of Elizabeth City

ELIZABETH CITY, N.C. (WAVY) - Elizabeth City Police have charged a man with several charges, including second-degree kidnapping, on Monday.
According to police, just after 7 p.m., Enamorado Portillo approached Elizabeth City officers to report a possible kidnapping of his girlfriend. During their conversation, officers said it became apparent that Portillo was under the influence of "some impairing substance" due to his demeanor and lack of concentration.

Shortly afterwards, a separate individual reported to have seen Portillo attempting to grab and chase a juvenile, later identified as a 15-year-old male, while in the 100 block of West Main Street. According to the individual, the 15-year-old was able to run away, where Portillo then fled the scene in his vehicle.
While officers were investigating the report of the attempted kidnapping, the 15-year-old's guardian corroborated the report, saying that there was an attempted kidnapping by a male subject matching Portillo's description.
After an investigation, police determined that Portillo allegedly grabbed the 15-year-old while he was walking and attempted to pull him into a van.
Portillo was then arrested and charged with possession of drug paraphernalia, driving while license revoked and second-degree kidnapping. He is expected in court on Nov. 14.
