Report: Both drivers were intoxicated in fatal 2023 Northeast El Paso crash

EL PASO, Texas (KTSM) — Both of the drivers who were involved in a crash that killed two people last year in Northeast El Paso were driving while intoxicated, according to an incident report obtained by KTSM.

As we have previously reported, El Paso Police responded to a two-vehicle crash at around 3 a.m. on Sunday, May 21, 2023, in Northeast El Paso. The crash involved a Ford F-150 pickup truck and a Ford F-250 pickup truck.
The incident report says Alden Arturo Amaro, 36, was driving the Ford F-150 and had a total of seven passengers including 10-year-old Axel Isiah Amaro and 51-year-old Alicia Hernandez-Valdez Cruz who died as a result of the crash.

Quincy Fullington, 29, was driving the Ford-F250 and was listed as a Fort Bliss soldier in the report.
Amaro and Fullington showed signs of intoxication. Amaro's BAC was reported to be at 0.087 percent and Fullington's BAC was reported to be at 0.138 percent, according to the report. The legal BAC limit in Texas is 0.08 percent.
On that Sunday, Fullington was traveling northbound on Dyer at a high rate of speed and entered the intersection of Dyer and Transmountain.
At the same time, Amaro was traveling southbound on Dyer through the underpass and turned left onto Woodrow Beam/Transmountain on an unprotected green light.
Fullington ended up striking the right side of the Ford-F150 and the impact caused both trucks to travel northbound on Dyer, ending up against the cement wall near the underpass, according to the report.
The report also says Amaro failed to yield the right of way to oncoming traffic when making the left turn and Fullington was traveling 12 mph over the speed limit when the crash happened.
The report also lists other contributing factors to the crash, including the number of passengers inside the Ford F-150.
The second-row of the pickup truck is designed to seat three adults who can wear a seatbelt. However, there were two adults and four children in the second-row seat when the crash happened. The report also showed that the seat sensors on the second row were shown as un-buckled.
The report says Hernandez-Valdez died at the scene and 10-year-old Axel Isiah Amaro died after he was transported to a local hospital. Amaro and the other passengers were also injured.
On Wednesday, Oct. 30, Amaro was arrested for being wanted on two counts of intoxication manslaughter with a vehicle and two counts of intoxication assault with a vehicle. He was booked into the El Paso County Detention Facility under a $160,000 bond.
Fullington is facing a charge of driving while intoxicated and a warrant has been issued for his arrest.
