TOPEKA (KSNT) - The Topeka Police Department (TPD) has identified the victim of the city's 17th homicide for the year. The TPD said in a press release that Ricky R. Washington Jr., 45, of Topeka, was pronounced dead on scene by medical personnel after officers responded to a shooting situation on Nov. 10. He was 45 years old. On Sunday morning, officers found two people with life threatening injuries in the 1200 block of Southwest Huntoon Street.
