Selected Consent Items
Item 8.01 The city commission voted 5-0 to authorize the city manager to accept and expend FDOT grant ($157,000) proceeds from the Speeding and Aggressive Driving Grant, the Occupant Protection Grant, and the Enhanced Impaired Driving Enforcement Grant.
Item 8.02 The city commission voted 5-0 to authorize the city manager to accept and expend grant proceeds ($246,637) from the FY24 Edward Byrne Memorial Federal JAG Program, the FY24 Law Enforcement Mental Health and Wellness Program, and the Florida Division of Emergency Management Homeland Security Grant.
Item 8.03 The city commission voted 5-0 to approve an award for Disaster Recovery Financial Services and authorize the city manager to negotiate and execute a contract with ICF Incorporated, LLC.
Introduction of Ordinances
Item 11.01 The city commission voted 5-0 to introduce an ordinance (24-Z-29) that would amend the Northampton Planned Unit Development (PUD) Concept Plan, located on the East Side of Thomasville Road, Along Kerry Forest Parkway and the North Side of Velda Dairy Road. The public hearing is scheduled for December 11, 2024.
Item 11.02 The city commission voted 5-0 to introduce an ordinance (24-O-39) amending the Pension Ordinance for Firefighters to align with the terms of their Collective Bargaining Agreement. The public hearing is scheduled for December 11, 2024.
Policy Formation and Direction
Item 12.01 The city commission voted 3-2 (Porter, Matlow in opposition) to approve a Linear Infrastructure Variance Request for Segment C of the Airport Gateway Project and to adopt resolution No. 24-R-48, requesting easements from the State of Florida for constructing, operating and maintaining infrastructure associated with the Airport Gateway Project.
Item 12.02 The city commission voted 5-0 to accept the status report on the Urban Forest Master Plan (UFMP). The agenda item notes that numerous steps have been taken in support of the UFMP. These include the development of a recommended tree list, providing additional canopy analyses, developing the Urban Forestry at Home blog and providing additional resources for property owners.
Item 14.01 The city commission voted 4-0 (Dailey absent) to conduct the first and only public hearing on Ordinance No. 24-O-36 changing the land use designation from the Residential Preservation Land Use Category to the Central Urban Land Use Category on .27 acres at 1104 Old Bainbridge Road.
Item 14.02 The city commission voted 4-0 (Dailey absent) to conduct the first and only public hearing on Ordinance No. 24-Z-37 changing the Zoning Classification from Residential Preservation to Central Urban.
Item 14.03 The city commission voted 4-0 (Dailey absent) to conduct the first and only public hearing on Ordinance No. 24-O-34 changing the Future Land Use Map Designation from the Central Urban Land Use Category to the Central Core Land Use Category on approximately 1.81 acres between W Virginia St, N Copeland St, W Tennessee St and Dewey St.
Item 14.04 The city commission voted 4-0 (Dailey absent) to conduct the first and only public hearing changing the Zoning Classification from Central Urban – 45 (CU-45) to Central Core (CC) for 1.81 acres between W. Virginia St, N Copeland St, W Tennessee St and Dewey Street.
