Carson City School Board to discuss athletic drug policy, language teaching requirement reductions and more

The next Carson City School Board meeting will take place Tuesday, Nov. 12 beginning at 6 p.m. in the Bob Crowell Board Room of the Community Center locate at 851 E. William St.
On the agenda:
— The Carson High School 2024 Boys’ Cross Country 5A Northern Regional Champions will be honored by trustees and the superintendent.
— Superintendent AJ Feuling will present the 2024-25 Carson City School District Board-sponsored “American Citizen Essay Contest” winners. The deadline for the contest was Oct. 31. Winners will be presented with cash prizes.
— Trustees will hear an informational update on the Carson City Schools Foundation by Foundation President Jon Hager including mini grants, department and school wide grants, as well as student aide and scholarships.
— Trustees will hear proposed changes to CCSD Regulation 219: English Learner Program. It is recommended that the required training hours in best practices for fostering Academic Language Acquisition through Content (ALAC) for new Pre-K-12 certified staff be reduced from 45 hours to 20 hours, and extend the window for completing the requirement from 18 months of hire to 24 months.
Additionally, it is recommended that an exemption be provided for educators who hold a valid English Language Acquisition and Development (ELAD) endorsement on their teaching license issued by the Nevada Department of Education. Finally, it is recommended to remove the provision of a financial incentive for tuition reimbursement for educators who complete 12 credits toward their ELAD endorsement.
— On first reading, trustees will discuss proposed changes on CCSD Policy 510: Required Health Examinations and Sports Physical. Changes require students must submit to a physical annually. To read the full policy, click here and go to page 4, subsection 11.
— Trustees will discuss CCSD Policy 534: Interscholastic Activities Program that deals with the proactive monitoring of drug use among student athletes. The policy adds nicotine into prohibited substances in accordance with NIAA substance policy. To read the full policy, click here and go to page 5, subsection 12. Similarly in Regulation 534 relating to random urine drug testing, the appendix will also include the requirement that a student must provide a usable sample for testing within two hours.
— Trustees will hear an informational update on graduation rates for the district. They’ll look at the district’s rates over the past eight years, as well as the number of non-grads and transiency for the Class of 2024. NDE will release statewide graduation rates on Nov. 15.
— Superintendent Feuling will present an information update on the district’s strategic plan: Empower Carson City 2027. The update will include recent data and metrics, and the progress of the plan. The agenda states: “While there is progress to be made on test scores, staff vacancy and retention rates, student graduation rates, and student attendance all improved. We continue to work on building capacity and it is exciting that new systems to capture data for students participating in Work-Based Learning activities at all levels and students participating in any co-curricular and extra-curricular activities are near completion. Please note that we are making revisions to the parent engagement survey and planning to have data from that regarding our Goal 3 metric early next year.”
