NORMAN, Okla. (KFOR) — On Wednesday, the Norman City Clerk's Office notified petitioners that the office has verified a valid number of signatures in their petition to put the Rock Creek Entertainment Project Plan up for a vote.
According to a letter from City Clerk Brenda Hall, 6,098 signatures were needed to move the petition forward—25 percent of the number of votes cast in the previous general municipal election.
A total of 10,689 signatures were verified, bringing petitioners one step closer to getting the project on the ballot.

The petition came after Norman City Council approved the plan for an entertainment district and new arena with a 5-4 vote in September. Opponents of the approved plan then filed a petition to overturn the decision through a referendum, which would put the plan up for a vote through an election.
Now that the petition has received enough signatures to move forward, a notice will be published in the Norman Transcript on November 10. After the notice is published, any qualified elector can protest the petition in District Court within 10 days. The District Court would then set a hearing within 10 days after the protest.
If the petition is deemed to be sufficient, it will be added to the ballot for the next general election on February 11, 2025.
