Carlsbad City Council District 4 incumbent Councilmember Teresa Acosta appeared to be headed for second four-year term in early, unofficial results Tuesday, which showed her ahead of her only opponent, Greg Day, a commercial airline pilot and former Marine fighter pilot. Kevin Shin was ahead of Tyler Collins in the early results for the District 2 council seat held by Councilmember Carolyn Luna. Luna is a former planning commissioner appointed to fill a vacancy with the understanding that she would not seek election to the seat this year. Shin, a Marine Corps veteran, restaurant owner and retired fire captain, said a balanced city budget would be his top priority on the council. Collins, a software engineer, said public safety, housing and quality of life were his top issues. As a council member he would prioritize the needs of the community and focus on practical solutions for everyday, quality-of-life issues such as traffic, he said. Christian Peacox led four candidates for the city treasurer post left vacant after the former office holder, Craig Lindholm, retired early in June to spend more time with his family. The other candidates are Michael J. Williams, Gregorio Kahn and Thomas E. Krouse Jr. The city treasurer, like the council members, serves a four-year term. The officeholder oversees the management of the city’s cash and invested public funds. A majority of voters appeared to support Measure B, which is an update of Proposition H passed by the city’s voters in 1982 to prohibit spending more than $1 million of city money to buy or improve property without voter approval. Measure B, if approved, would increase the limit to $3.09 million (the 1982 limit in today’s dollars), add an annual adjustment for inflation, and exclude public safety facilities from the requirement.
