US Capitol Police arrests man with flare gun, papers 'for congress' at Capitol Visitor Center

WASHINGTON (DC News Now) -- U.S. Capitol Police (USCP) arrested a man with a torch lighter and a flare gun at the Capitol Visitor Center (CVC) on Election Day.
Police said in a post around 1:35 p.m. that officers had arrested the man -- who smelled like fuel -- after he was stopped during the screening process.
In an update made later Tuesday afternoon, USCP Chief J. Thomas Manger said the man walked into the CVC at around 12:20 p.m. with a coat and backpack that reeked of gasoline.

He was instructed to put his items on the security belt to be screened and hesitated before doing so. As soon as his backpack went through, officers saw what appeared to be a firearm and two bottles.
Upon a search of his backpack, officers found a flare gun, lighter, torch lighter and "other articles," Thomas noted.
They detained and arrested the man.
His car, which was parked several blocks away, was cleared and taken by police.
Thomas said the man also had papers, which he said he wanted to deliver to members of Congress.
The bottles inside his backpack were believed to contain gasoline or some kind of accelerant. One of them was leaking, which could explain why the smell of gasoline was so strong.
Thomas said it was unknown what the man's intentions were and that investigators were currently reviewing his social media accounts and the papers he wanted to deliver.
The CVC closed for tours for the rest of the day.
