3 arrested in operation targeting people using card skimmers

BAKERSFIELD, Calif. (KGET) -- Authorities have arrested three people who allegedly used fraudulent credit cards and skimming devices to make ATM withdrawals in the Bakersfield area.
Mari-Mar Milica, 25, Fernando Stantu, 22, and Alberto-Ionel Baran, 24, were arrested Nov. 1 on suspicion of grand theft, conspiracy and other offenses, according to a release from the Kern County District Attorney's Office.

Investigators seized $15,702 in cash, 48 fraudulent credit cards, burglary tools and "devices used to defraud victims," the release said.
More than $875,000 in EBT benefits was stolen in October in Kern County, according to the release.

The thefts are carried out by installing skimming devices on ATMs, gas pumps and payment terminals. The skimmers capture data from EBT cards which is then placed on other cards that have a magnetic strip, according to the release.
"EBT fraud targets the most vulnerable members of our community because they are low-income households that are being deprived of government assistance intended to help pay for food and other basic items," the release said.
