Former New Mexico State Police officer faces charges related to Medicaid fraud

NEW MEXICO (KRQE) – Morgan Ortiz, a former New Mexico State Police officer, is in hot water once again. Ortiz and Dr. Keith Levitt were charged by the state's Department of Justice this week after a grand jury returned several indictments for the two men.
According to the state, Ortiz and Levitt are accused of a fraud scheme that wrongfully billed the Medicaid program more than $800,000 over the course of March 2019 and April 2021.
Court documents state the defendant did the scheme through a substance abuse recovery program they ran, which has since been shut down. The defendants face a total of 16 criminal charges, and this isn't Ortiz's first time getting in trouble with the law.

Back in August of 2016, Ortiz was arrested for a third DWI. Ortiz and Levitt are also being charged with identity theft. The state claims that the two used the identity of a New Mexican physician without his consent. The charges also include accusations that Ortiz was practicing medicine in the state without a proper medical license.
Other charges in the indictment include forgery and falsifying documents. The case was investigated by New Mexico's Department of Justice Medicaid Fraud and Elder Abuse Division.
