Park City planning panelist raises topic of financing with Deer Valley project

A member of the Park City Planning Commission on Wednesday raised the topic of financing as the panel continued the discussions about a major Deer Valley Resort development concept at Snow Park.It was a notable moment during a lengthy meeting centered on other issues. Planning Commissioner John Frontero briefly broached the subject, but financing was not otherwise discussed in any depth.Frontero’s comment was about a discussion planned for a later meeting about Snow Park that will include information about the construction of the Snow Park project. He said he would “like that to include something about the financing” and whether it will be “100% private funding” or involve some other sort of mechanism like a public infrastructure district.“Because I believe how you fund it possibly could have implications on the construction mitigation, how long they may take. Certain financings will lend itself toward a quicker construction and completion. Other financings will lend itself toward a more elongated strategy,” he said.Frontero added: “So, I think for the community, we’d all like to know, you know, how long that’s going to take, and I believe that financing mechanism will be a telling element.”It is not clear to what depth the Planning Commission will discuss financing during the talks with Deer Valley. The panel typically focuses on reviewing issues like the layout of a development proposal, traffic and transportation.Deer Valley in a prepared statement in response to a Park Record inquiry about the financing said an update is planned with the Park City Council on Nov. 21 as part of a public-private partnership between the resort and City Hall regarding Snow Park. The update will cover “the financial components of Snow Park,” Deer Valley said.Financing is a topic that only occasionally draws community interest in development matters even with it being critical to ensuring a construction project proceeds as designed. In the case of Snow Park, the interest could be wider with the location being so important to the operations of Deer Valley as well as Snow Park’s role in the community’s tourism industry being such a key.There are decades-old development rights attached to the land where the Snow Park lots are located. Deer Valley must secure another approval from the Planning Commission before a project could proceed.Deer Valley envisions transforming Snow Park into a full-service base area from one that nowadays has limited offerings other than the parking lots. The concept includes a hotel, residential units and commercial spaces. Large garages would be built to account for the parking spots that are lost as the lots are developed. The Planning Commission has spent time considering issues like the traffic a project is forecast to generate and transportation infrastructure.The Park City Council earlier reached the partnership with Deer Valley addressing transportation and housing.
