Madison Village Council has authorized a rezoning request that is the first step needed to expand an apartment complex for senior citizens.

Council, at its Oct. 28 meeting, unanimously approved an ordinance to rezone a 3.7-acre parcel on Kim Drive from R-2 Single Family Residence District to SC-1, Senior Citizen Residence District.
The zoning change was requested by Madison Limited Partnership, which owns the Madison Woods senior apartments at 300 Kim Drive. Madison Limited Partnership also owns the 3.7-acre vacant parcel, which was targeted for rezoning.
That parcel is located adjacent to the current Madison Woods apartment complex. Madison Woods is built on land that already is zoned as SC-1 Senior Citizen Residence District.
“The intent is to have this (vacant) property rezoned to match the senior citizens zoning (of Madison Woods), for a future development,” said Jonathan Morschl, an architect with Four Points Architectural Services Inc. of Akron.
Morschl represented Madison Limited Partnership at the public hearing on the zoning request, which preceded the Oct. 28 council meeting.
Madison Limited Partnership is hoping to build 25 additional one-bedroom senior apartments on the parcel.
“It’s unknown at this time when that will take place,” Morschl said.
The ordinance for the desired zoning change also stated that the expansion of Madison Woods was subject to Madison Limited Partnership obtaining financing for the project.
Morschl brought a schematic drawing to show council what the new apartments would look like and where they’d be situated.
However, Village Administrator Dwayne Bailey reminded council that it would only be voting on rezoning the vacant land adjacent to Madison Woods and not giving permission to begin construction.
“They still don’t have don’t have a preliminary or final development plan that has gone through the Planning Commission,” Bailey said. “This is just to illustrate what would be possible there, should the zoning change go through.”
The village Planning and Zoning Commission reviewed Madison Limited Partnership’s application for the zoning change during a meeting in July. Commission members voted 3-0 to forward the request to council, with a positive recommendation for the rezoning.
