Mililani residents said they have been asking for a substation for years.
"This is a resolution that the Mililani neighborhood board passed unanimously in June 2023," explained Danielle Bass, Waipio/Mililani Neighborhood board chair. "So, seeing it come to fruition at a city council level and having city council talk about it is exciting and fulfilling for our board and community."
In 2023, there was a violent acid attack, a body found in a burned car in the high school parking lot, a woman run over in a busy shopping parking lot, and several barricade situations.
On Friday, city council public safety chair Val Okimoto introduced a resolution urging HPD to create a substation in Mililani.
"We've had some high profile crime that's happened in Mililani, specifically, so I wanted to hear those concerns and take it to heart," she said.
"We understand our police department has a shortage of officers, we also understand there are other parts of the island that have needs for this type of substation or station, but as always I want to hear the concerns of the community," Okimoto added.
According to Honolulu police statistics for violent crime, since January 1, 2024, there have been nearly double the amount of aggravated assaults in west Oahu (106) than central and north shore combined (58). But nearly the same amount of robberies and sexual offenses.
Mililani to Kahuku had 30 robberies compared to Nanakuli to Makua's 35.
Central and North Shore had 58 sexual offense cases; compared to West Oahu's 60.
West Oahu also leads the island with the highest number of murders this year with 10.
"The challenge here is North Shore, Mililani and Wahiawa, we're all sharing the same substation in a large district and I think we need to look at that district and make sure we have adequate amount of police presence for all of these communities," Bass added.
The resolution also shows Mililani's population increase with census data showing it as the fifth most populated zip code in the state.
"That's really what this resolution is, can we look into it? What is possible? If not, what are other options we can look at?" she continued.
She said the best choice would be city property or looking at existing buildings or structures.
The resolution will be heard in mid-November.

For now, HPD's Deputy Chief Keith Horikawa said in a statement:
"The HPD greatly appreciates the City Council’s support in enhancing public safety. HPD’s assessment of District 2 operations indicates that the currently existing facilities, resources, and policing efforts are meeting the community’s needs and there are no plans to build a substation in Mililani at this time. This could possibly change in the future, but in the meantime we will continue to employ hot-spot policing and community engagement initiatives to serve the community effectively."
