NEW BEDFORD, Mass. (WPRI) — It's Halloween, but you might not know it based on the temperature outside. In fact, it reached 78 degrees on Thursday, marking the second-warmest Halloween on record. (The temperature topped out at 83 degrees back in 1946.)
