OKLAHOMA CITY (KFOR) — The Oklahoma County Grand Jury determined that officers involved in three use-of-force cases—one in Oklahoma City and two in Edmond—will not face charges. The grand jury reviewed an incident in Oklahoma City that lead to the death of 47-year-old Brandon Lena outside of his home near Tinker Air Force Base. Oklahoma City Police responded to a report of suicidal man in the street in southwest Oklahoma City at around 3 a.m. on August 2. Three officers reportedly found Lena in the street with a pistol, and attempted to talk him into putting the gun down for about an hour. Body cam footage obtained by News 4 shows the officers attempting to talk Lena down before he pointed his gun at the officers. Lena was then shot and killed. After hearing from two detectives and viewing 30 pieces of evidence including video footage and photos from the scene, the jury determined the three officers involved should not face charges. In the first of two Edmond cases reviewed by the grand jury, Edmond Police officers were involved in a deadly altercation with 25-year-old Billy Ray Factor on August 23. City of Geary’s entire police force resigns, officials say Edmond Police reportedly arrived on the scene to Factor hiding on a second-story balcony after a report of a suspicious person on the back porch of a resident's home on Three Stars Road. Factor refused to talk with officers before allegedly firing a gun at officers. Factor was shot and killed by officers at the scene. Grand jurors determined that the two officers involved should not face charges after hearing from an Edmond Police detective and reviewing 49 pieces of evidence. The other case involved Edmond Police occurred on September 3 when 65-year-old Ross Norwood was shot by officers after allegedly setting fire to a carpet on his porch and approaching a neighbor with a knife. Officers had been dispatched to a home on Running Branch Road where the Edmond Fire Department was putting out a house fire after receiving a report claiming that Norwood had set the fire and confronted a neighbor. An officer then encountered Norwood, who was reportedly not compliant with police before he was shot. Norwood was taken to the hospital following the incident and was treated for non-life-threatening injuries. The Edmond officer involved in this case was also not charged based on 15 pieces of evidence and testimony from a detective.
