BAKERSFIELD, Calif. (KGET) -- KGET sent the candidates running for the Bakersfield City Council Ward 5 seat a questionnaire hoping to get answers to some basic questions — an introduction to voters in the district.

Kevin Oliver

Educational history: "I attended school in Santa Barbara, where I was raised, and later joined the U.S. Navy, where I served in Navy Intelligence from 1981 to 1984. My time in the Navy helped build my discipline and focus, skills that have been crucial throughout my career. While much of my education came through hands-on experience in the military, real estate, and community service, I have continuously expanded my knowledge in business, real estate, and public service through various certifications and ongoing learning opportunities. This blend of education and practical experience has been instrumental in preparing me for leadership roles, including my candidacy for Bakersfield City Council."
Career history: "My career began in the U.S. Navy, where I served in Navy Intelligence from 1981 to 1984. After my military service, I transitioned into real estate, founding REI Group LLC, where I’ve overseen more than 200 home rehabs and facilitated over 1,000 property transactions. My experience includes mentoring hundreds of investors and advising hedge funds on property acquisitions.
Beyond real estate, I’ve been deeply involved in public service. I’m currently a Kern County Planning Commissioner, where I help guide development and land use decisions, and I serve on the boards of the Bakersfield Police Activities League and Rotary International. I’ve also held leadership roles as a former City and County Civil Service Commissioner. Now, I’m focused on bringing my business acumen and community service experience to Bakersfield City Council, where I aim to address key issues like public safety, homelessness, and economic growth."
History of elected service: "While I haven’t yet held an elected position, I have extensive experience in appointed public service roles. I currently serve as a Kern County Planning Commissioner, where I help shape decisions on land use and development, ensuring responsible growth in our community. Additionally, I’ve served as a City and County Civil Service Commissioner, where I worked to ensure fairness and accountability in public employment.
Though these roles were appointed, they’ve given me a strong foundation in local government and public policy. Now, I’m running for Bakersfield City Council to bring my experience and leadership to an elected position, where I can directly address the challenges facing our city, including public safety, homelessness, and economic development. I’m committed to making a real impact for the people of Bakersfield."
Military service: "I proudly served in the U.S. Navy from 1981 to 1984, working in Navy Intelligence aboard the USS Kitty Hawk and at the Fleet Intelligence Center Pacific (FICPAC). During my time in the military, I gained valuable skills in analysis, discipline, and teamwork, which have had a lasting impact on my personal and professional life.
My service instilled in me a deep sense of duty and a commitment to serving others -- values I carry with me in my community work and my campaign for Bakersfield City Council. The leadership and problem-solving skills I developed in the Navy are central to my approach as I work to address public safety, homelessness, and economic growth in Bakersfield."
Have you ever been arrested?: "No, I have never been arrested. I was raised in a law enforcement family, with my father, father-in-law, and brother-in-law all serving as sheriffs. This upbringing gave me a deep respect for the law and for those who enforce it.
Throughout my career in public service, including my time in the U.S. Navy and my role as both a City and County Civil Service Commissioner, I have always upheld the highest standards of integrity and accountability. My experience has reinforced the importance of transparency, and I carry those values with me as I run for Bakersfield City Council. Strong leadership starts with setting the right example, and I am committed to doing just that for our community."

During that time, I’ve seen our community grow and face new challenges, and I've been deeply involved in efforts to make our city a better place to live. As a longtime resident, I understand the unique needs and concerns of the district. My commitment to public service, including my work as a Kern County Planning Commissioner and with local organizations like the Bakersfield Police Activities League, has been driven by a deep connection to this community. I’m running for Bakersfield City Council because I believe in the potential of our city and want to continue serving and giving back to the place I’ve called home for so many years."
Why are you running for this office?: "I’m running for Bakersfield City Council because I believe in the future of our city and want to bring my experience, leadership, and passion for service to address the challenges we face. As a longtime resident, business owner, and community advocate, I have a deep understanding of the issues that matter most to our community -- public safety, economic growth, and homelessness.
My experience in the U.S. Navy, as a Kern County Planning Commissioner, and as a real estate professional has equipped me with the skills to make sound decisions that benefit our residents. I’ve built a career on problem-solving, fiscal responsibility, and working with others to find solutions. I’m committed to using these skills to improve public safety, ensure responsible development, and promote economic opportunities for all.
I also come from a law enforcement family, which has given me a strong appreciation for the work our police officers do every day. I want to ensure they have the resources and support they need to keep our neighborhoods safe while building stronger relationships with the community.
Bakersfield is a great city with incredible potential, but we need strong leadership to guide us through the challenges ahead. I’m running for City Council to be that leader -- to make decisions that reflect our community’s values and to work tirelessly to make Bakersfield a safer, stronger, and more prosperous place for everyone. Together, we can build a future we’re all proud of."
Political philosophy: "My political philosophy is rooted in the principles of personal responsibility, limited government, and fiscal discipline. I believe that government’s role is to serve the people by creating an environment where individuals, families, and businesses can thrive, without unnecessary interference. A focus on common-sense policies, transparency, and accountability is essential to maintaining public trust and ensuring that government works for everyone.
Public safety is a top priority for me. Growing up in a law enforcement family and serving on the boards of the Bakersfield Police Activities League and Rotary International, I have seen firsthand the importance of a safe community. We must provide our law enforcement officers with the resources they need while fostering trust and communication between them and the neighborhoods they serve.
I also believe that economic growth and opportunity are the backbone of a strong community. We need to encourage responsible development and job creation by reducing unnecessary regulations and supporting local businesses. At the same time, we must be good stewards of taxpayer dollars, ensuring that public funds are spent wisely and efficiently.
Lastly, I believe in community-based solutions to issues like homelessness. By working with local organizations, businesses, and government agencies, we can find innovative ways to provide housing, services, and support for those in need while maintaining the integrity of our public spaces.

Educational history: "I earned my Bachelor of Science in Business Administration from the University of Phoenix in 1994, which provided a strong foundation in business principles and management. In 2001, I completed my Master of Business Administration (MBA) at California State University, Bakersfield (CSUB), further refining my leadership, strategic planning, and organizational skills. My education has been instrumental in shaping my career in both the public and private sectors, equipping me with the tools to effectively manage complex challenges and make informed decisions."
Career history: "My career began in San Jose as a contractor and builder, where I developed my construction and project management skills. In 1987, I joined State Farm Insurance as a Structural Damage Appraiser, assessing property damage and training insurance adjusters. My expertise led to a promotion to the Regional Office, where I managed State Farm’s internal construction projects, including building new Service Centers and remodeling existing facilities.
In 1994, I relocated to Bakersfield to oversee the construction of the State Farm building on Old River Road, the largest privately owned construction project in California at the time. Over the years, I earned multiple promotions, eventually managing several departments. My role evolved into working in the Executive Department as a Management Planning and Information resource, where I provided strategic oversight on company initiatives.
In 2000, I transitioned from corporate life to becoming a homebuilder, allowing me to channel my creativity and apply my broad industry experience. I successfully built homes until the 2008 housing market collapse and shifted my focus to commercial projects, including façade improvements in redevelopment areas.
Eventually, I stepped away from construction and founded an Independent Insurance Adjusting service, providing claims management for insurance carriers across the state. This role allows me to leverage my extensive background in both construction and insurance, offering a comprehensive approach to handling complex insurance claims."
History of elected service: "I have had the privilege of serving Bakersfield in various capacities over the years. From 2006 to 2012, I was appointed to the City of Bakersfield Redevelopment Agency, where I worked on projects that revitalized key areas of our community and served as Board President until Redevelopment Agencies were dissolved by Governor Brown in 2012. In 2017, I was appointed to the Bakersfield Planning Commission and served as Chairman during the COVID years. I still serve as a commissioner, where I help guide the city’s growth and development through strategic land use planning. More recently, in 2022, I was appointed to the Public Safety & Vital Services (PSVS) Committee, overseeing the responsible use of Measure N funds to enhance safety and public services in our city. Additionally, I serve on the California League of Cities’ Planning & Community Development Department and am honored to be the incoming president. This range of experience has deepened my commitment to Bakersfield and my understanding of its future needs.
Military service: US Army, 82nd Airborne Division, Field Artillery

Why are you running for this office?: "I’m running for City Council because I love Bakersfield and am deeply passionate about our community and way of life. We are one of the last places in California where families can find good-paying jobs and affordable housing, allowing one partner to stay home and help raise children. This unique balance makes our city special, and I want to ensure we preserve it for future generations.
As an experienced land use planner, I understand Bakersfield's challenges and opportunities. The city's budget, especially its reliance on Measure N money, will be a central issue as we navigate the 2025 General Plan update and the pressures of continued growth. I have seen firsthand the problems that arise when cities fail to plan effectively for the future. I’m determined to help Bakersfield avoid other communities' mistakes by enacting pro-business policies and encouraging responsible, managed growth.
We must proactively create a General Plan that prepares us for future growth, including an effective circulation plan to improve our roads and infrastructure. Additionally, we need to attract businesses that offer good-paying jobs and foster a thriving local economy. At the same time, we must support developers in building practical housing solutions while maintaining the character of our community.
I have the experience and vision to guide Bakersfield through these challenges and ensure our city remains a great place to live, work, and raise a family."
Political philosophy: "My political philosophy is rooted in personal responsibility, fiscal discipline, and respect for individual liberties; tempered by practical solutions that bring people together rather than divide them.
I believe in a balanced approach to governance, blending traditional conservative values with pragmatic solutions that work for everyone. Fiscal responsibility is critical, but so is ensuring that essential public services like education, infrastructure, and healthcare are supported and well-funded. I support policies that encourage economic growth, mainly through small business development and job creation, while also recognizing the need for social safety nets for those who need them most.
I believe in limited government intervention in private lives and markets but understand that the government has a role in creating fair rules that ensure equal opportunity for everyone. I support individual freedoms on social issues while seeking common-ground solutions that respect diverse viewpoints. National security, both at home and abroad, is paramount. I believe in a strong defense while maintaining alliances that promote global stability.
In conclusion, my vision for Bakersfield is one of thoughtful, inclusive leadership that prioritizes the well-being and prosperity of all residents. Additional comments: "Running for city council is not a decision made on a whim or driven by others; it is the natural progression of my commitment to community service and city government. While this wasn’t my original path, it has become one through my deep involvement in various aspects of our community.
In addition to my elected and appointed service, I have proudly served on the Board of Directors of the Boys & Girls Clubs of Kern County since 1997, making me the longest-serving board member. The club’s mission is to provide a safe, nurturing environment where young people can develop the skills, confidence, and character needed to become responsible and successful citizens. This has been a cause close to my heart for decades.
My commitment to public safety is also reflected in my work with the Kern County Law Enforcement Foundation (KCLEF) and my support of the Bakersfield Firefighter Museum. KCLEF supports law enforcement agencies by helping to provide financial assistance, equipment, and training. The foundation also recognizes outstanding officers and strengthens the relationship between law enforcement and the community through outreach programs. Our goal is to ensure that law enforcement has the tools necessary to protect and serve our community effectively.
In addition, I’ve organized an annual barbecue at the Open Door Network (formerly the homeless center), which provides housing for homeless women and children. With the support of local businesses, we offer a hearty meal, entertainment, and gifts to residents, reinforcing our commitment to supporting the most vulnerable members of our community.
Together, these experiences have shaped my passion for public service and my desire to help guide Bakersfield toward a prosperous future."
