Mayor Keller created ACS after tumultuous social justice protests in 2020. It's a first of its kind in the nation providing a non-police response to issues related to behavioral health, homelessness, and substance use. ACS Director Jodie Esquibel said this case study emphasizes the need to rethink public safety and prioritize a compassionate response.
