ROCHESTER, N.Y. (WROC) — The City of Rochester is making some changes to restrictions in place on Saturday nights at the City's East End entertainment district. Age restrictions and barriers were implemented in the area at the end of September after a number of violent incidents. September: Age restrictions coming this weekend to Rochester’s East & Alexander area The biggest change Mayor Malik Evans announced Friday was 18-year-olds will be allowed within the "special events zone" after going through an ID check. Mayor Evans also praised the success of the restrictions. "We have not had in the past month, not a single open container, which means that's an individual thinking that they can drink in the street. We have not had any gunfire incidents. We have not had any violent incidents, and the minimization of cars has made it more pedestrian friendly," Mayor Evans said. From 10 p.m. until 3 a.m. on Saturday nights, barricades have surrounded the City of Rochester's entertainment district on East Avenue and Alexander Street. Blake Gianniny owns property in the district and said the restrictions were necessary. "Five weeks ago, I was down here on a Saturday night, and the area had a bit of a problem. I mean, there were excess people not going into the bars, hanging down the sidewalks. There's dirt bikes," Gianniny said. Glanniny did notice a dip in the number of patrons coming to the area. With about 1,700 on a Saturday night, it has been having an effect on businesses. News 8 spoke with business owners within the district who seem split on the effects. The owner of Filger's told me off camera these restrictions have caused a monumental decline in revenue. We also spoke with Studio Lounge Owner Chris Fantauzzo last weekend. "Saturday nights have always been our busiest night, and since they've been doing the shutdown down here, it's slowed down a little bit, but we've seen the crowd get better, which we like," Fantauzzo said. Mayor Evans said the city has been setting up more attractions and planning special events to get people back in the area. "The whole idea here is that we want to make sure that we breathe life back into Rochester and that we send a message that we’re not going to tolerate people who want to come here, not to have a good time, but to be engaged in lawless behavior," Mayor Evans said. Mayor Evans did note the restrictions will continue for the foreseeable future. Saturday, the East End entertainment district will host a Halloween bar crawl. On Sunday, there will also be a Buffalo Bills tailgate block party.
