KANSAS CITY, Mo. -- FOX4 has continuing coverage on a woman who was shot and killed at 34th and Garfield Thursday night, just east of 71 Highway. Police say 44-year-old Ebony Davis was killed that night. After receiving a phone call Friday morning, FOX4 looked into the 911 calls from the night before and how long of a wait one of the callers had. Missouri Amendment 6 ‘going to have a drastic impact on public safety’ Kansas City Police Department (KCPD) Public Information Officer Alayna Gonzalez gave us the information from the Mid-America Regional Council (MARC). The caller who called FOX4 Friday, called 911 at 8:12:50 pm and hung up. KCPD's automated callback feature returned their call less than a minute later, at 8:13:18 pm. At 8:13:25 pm, the 911 call was received a second time, but the caller was in queue for 57 seconds before speaking with a caller. At 8:15:14, the caller was transferred to the Kansas City, Mo. Fire Department (KCFD) for EMS. Two people FOX4 talked to Friday near 34th and Garfield hadn't heard about Thursday's incident. "I'm very sad, and I would hope that we can reach out to the family and provide some comfort," Mount Sinai Missionary Baptist Church Youth Director Margaret Brooks said in an interview with FOX4. KCPD recruits call takers amid ‘unacceptable’ 911 delays The other person FOX4 talked to said they're not surprised this happened. "This area has quite a bit of crime in it," Mount Sinai Missionary Baptist Church Member Pamela Woodcox said. Brooks says her group goes door-to-door in the neighborhood and talks to people about crime. Mount Sinai Missionary Baptist Church is four blocks south of 34th and Garfield. One of the folks closer to the scene heard the gunshots Thursday night but wouldn't talk to FOX4 on camera. She said she doesn't stay out past 7 p.m. due to crime concerns.  "Unfortunately, it's not always safe," Brooks said of the neighborhood. "You have to take extra concerns and care especially if you have children." Brooks says her church is about to start a new ministry called TOP, or the Teen Outreach Program. "It'll teach them therapy, conflict resolution, how to prepare for college, how to express themselves without outbursts," she continued. KCFD Battalion Chief Michael Hopkins told FOX4 the ambulance got to the scene at 8:21 pm, nine minutes after the 911 call described above. Gonzalez says she believes the shots came from outside the car. They have no one in custody. If you know anything, you can call the TIPS Hotline anonymously at 816-474-TIPS. Information that leads to an arrest can result in a reward of up to $25,000.
