MONROE, N.C. (QUEEN CITY NEWS) — A Waxhaw man who reportedly escaped custody in May has been arrested, according to the Union County Sheriff's Office. Cleveland Waters, 41, was arrested on Thursday, October 24 in Laurinburg, North Carolina, the county seat of Scotland County, about seven miles from the state line with South Carolina. He is charged with several felonies. Waters escaped police custody on May 31 and has been on the run ever since. Parents indicted by grand jury for child abuse almost 2 years after Surry County boy dies of brain injury Around 4:30 a.m. on Friday, May 31, officers found a man who had been shot multiple times on English Street in the eastern part of Monroe. The man was taken to a hospital and survived. Waters was identified as a suspect and arrested at a home on Locklyn Road in Waxhaw. During his arrest, Waters offered to give information on where a large amount of illegal narcotics could be found, according to authorities. He was handcuffed, put into an unmarked police car and taken to the area of Highway 74 near Carroll Street and Rolling Hills Drive for an undercover operation. As officers were leaving the parking lot for the operation, Waters tried to escape the police car, officials say. An officer tried to jump out of the vehicle to stop Waters, but that resulted in the car crashing into a parked vehicle and Waters getting away. In August, it was announced that a Crime Stoppers cash reward was being offered for information leading to Waters' arrest. The manhunt ended after a law enforcement team made up of Union County Sheriff's Office S.H.I.E.L.D. Unit, the Monroe Police Department and the U.S. Marshals Carolinas Regional Fugitive Task Force teams out of Charlotte and Fayetteville tracked Waters down, resulting in his Laurinburg arrest. "This is a testament to all of these officers' determination, hard work, and willingness to work as a team for the overall safety of our community," said Union County Sheriff Eddie Cathey. "I am thankful another dangerous offender is off our streets and in a jail cell." Waters is charged with the following: Attempted first-degree murder Assault with a deadly weapon with intent to kill (AWDWIKISI) Possession of a firearm by a felon Failure to Appear: Assault inflicting serious injury Two probation violations outside of Union County He is being held at the Union County Detention Center, and conditions for his release have not been set. Prior to the alleged shooting and manhunt, Waters was accused of showing up late to court with cocaine in his pants in February, leading to the Union County Sheriff’s Office to write a press release and poem named “Crack is Wack… Especially at the Union County Judicial Center.”
