GREENSBORO, N.C. (WGHP) --The Greensboro City Council voted on Tuesday night on the future of Bingham Park located in the eastern part of the city in front of a room of concerned citizens.  Back in April, testing done by the city found toxins in the park's soil, which were left behind by an incinerator that was placed on the site in 1923. More than 100 years later, those toxins lead to the closure of the 12-acre property. The city council voted 6-2 in favor of the containment and cover of Bingham Park. The decision came down after three hours of public comment and back-and-forth discussions between council members. Prior to the vote, city leaders were presented with two options to fix the park: Containment and cover or full remediation.  The containment and cover plan cost around $12.4 million and entailed building a trail, restoring a stream and developing a neighborhood park on a portion of the former Hampton Elementary School property. The full remediation option, which more than 100 people signed in a petition in support of, would've cost more than $39 million. The plan would've included removing the contaminated soil and moving it to a landfill. The main reason some city council members voted for the cheaper option was because the city only has $18 million from state and federal funds. City Councilwoman Sharon Hightower addressed the crowd about the issue. "Everybody that I could get to listen to me, including Zack [Mathaney], said, 'We need money.' I just want you all to understand that I know what you think and know I'm not unempathetic," Hightower said.  Community Advocate Byron Gladden was disappointed in the city council's decision.  "That's not fair to the community. None of it is fair. But if you're going to give them a park and say this is why we're voting then fully fund the park. I take issue with that. For those residents, I feel very upset for and sorry that they're experiencing this," Gladden said. A timeline for the containment and cover of Bingham Park has not been announced.
