EL PASO, Texas (KTSM) -- El Paso ISD Superintendent Diana Sayavedra addressed concerns on Tuesday, Oct. 22, about the district’s proposal to potentially close 10 schools as part of its ongoing redesign initiative.   "The district is facing a decline in enrollment, a trend being seen across the state and nation," said Sayavedra during a media meet-and-greet.  The district is entering the third phase of its Destination District Redesign (DDR), which could involve the closure of schools.  One of the many concerns brought forth by parents during a board meeting on Oct. 17 was what they called a lack of transparency during the first two phases of the DDR project.    Sayavedra said she has tried to be as available as possible. “While I believe that there are some who would question our transparency, I want to reiterate my commitment, as a superintendent, to transparency, to keeping the community informed, and to involving the community in the process,” Sayavedra said.  She added that the district will take a new approach in Phase 3, moving away from formal presentations to more interactive meetings where parents can learn about transportation, registration, and other details related to the possible changes.  At the same time, the El Paso Teachers Association has filed an ethics complaint with the Texas Ethics Commission against EPISD Board President Israel Irrobali, alleging a conflict of interest.  El Paso Teachers Association President Norma De la Rosa said Irrobali’s role as executive director for the EL Paso Association of Contractors presents a conflict when the district puts out bids for construction projects.  “Irrobali works as the executive director for EPAC, a group that is made up of Realtors and construction firms in the City of El Paso. They present bids to EPISD when the district puts out bids for rebuilding, new construction, or property purchases. For ethical reasons. Mr. Irrobali should recuse himself from all discussions and any voting on those contracts. That is not happening,” De la Rosa said.  When asked about the ethics complaint, Sayavedra stated that her focus remains on the district’s redesign plan.  “My responsibility is to work with each board member to ensure they have all the information needed to make informed decisions. Their job is to hold me accountable for executing the plan,” she said.  The EPISD Board is expected to vote on the closure recommendations in late November.   If approved, the changes will take effect for the 2025-2026 school year.
