BATON ROUGE, La. (BRPROUD) — A Tier 3 registered sex offender is accused of masturbating in front of a housekeeper at a hotel in Baton Rouge.
Nelson Taylor, Jr., 45, of Baton Rouge, was charged with obscenity.
The East Baton Rouge Parish Sheriff's Office was called to the 10900 block of Siegen Holiday Circle on Tuesday, Oct. 15.
A female housekeeper said Taylor approached her while she was cleaning a room on the second floor. She asked if he needed towels, and Taylor said yes.
The housekeeper went behind her cleaning cart as she noticed Taylor make "a weird movement with his hand," according to the affidavit.
She then proceeded to find the other housekeeping workers. The affidavit stated that she saw him constantly moving his hand.

The housekeeper returned with towels, and Taylor reportedly told her to wait because he was almost done, moved from behind the car and masturbated in front of her, according to the affidavit.
She remembered some of what he wore and said she had never seen him before.
Video footage from the hotel backed up her statement. He was seen leaving the hotel. Video from a restaurant showed Taylor arriving and leaving the hotel in a truck.
Investigators seized towels that Taylor had left in a trash can when leaving the hotel. They identified Taylor days later, and the housekeeper picked him out in a photo lineup as the person she had seen.
The Baton Rouge man was convicted in 1997 of forcible rape and aggravated burglary, according to criminal records. He is on parole until 2036.
Taylor was booked into the East Baton Rouge Parish Prison on Sunday, Oct. 20. He remains in jail on $100,000 bond.
