In the district-based races for Encinitas City Council, two candidates each spent roughly $25,000 between January and late September, while their opponents spent well below $15,000, the latest campaign financial forms show. In the District 1 race — the Leucadia coastal region area — appointed incumbent Allison Blackwell is facing off against Luke Shaffer, a La Costa Canyon High School junior varsity lacrosse team coach. Blackwell’s campaign reported raising $27,735 between Jan. 1 and Sept. 21, the latest date covered by the most recent financial forms. Her revenue total includes a $5,000 loan that she gave her campaign. Her campaign’s expenses totaled $24,807, much of it between July 1 and Sept. 21. Campaign literature, at a cost of $8,875, and two postage expenses — one for $4,650 and one for $3,900 — were among her major expenses. Recent donors to her campaign include Duck Foot Brewing Co. owner Matt Delvecchio, water resources executive Scott Malone and former city environmental commission member James Wang, as well as a number of business leaders from other parts of the state and the U.S. Shaffer, who is not related to former council member Lisa Shaffer, raised $25,110, including a $500 campaign loan, between Jan. 1 and Sept. 21. By the end of the latest reporting period, he had spent less than half of that — $12,301, financial forms indicate. Many of his donors used “an intermediary e-fundraising connection,” his financial forms indicate. Recent campaign donors include Kevin Noonan of United Rentals, Travis Jones with Talbot Construction, Santa Fe Christian Schools Athletic Director Doug Miller, former councilman Jerome Stocks, motorcycle supply company manager John Pederson, former Planning Commission member Ruben Flores. In the District 2 race — primarily the central Encinitas region that includes the downtown — running event company owner James O’Hara and state assistant deputy transportation planning director Destiny Preston are running. The incumbent, Kellie Hinze, has decided not to seek re-election. Preston’s financial forms indicate that her campaign raised $31,278 and spent $26,052 between Jan. 1 and Sept. 21, including $15,805 spent between July 1 and Sept. 21st. Recent Peston campaign contributors include Cordova Gardens owner Martha Cordova, building trades political director Ansermio Estrada, Cardiff artist Rosemary KimBal, Vista Community Clinic grant writer Joshua Lazerson, former Encinitas Union School Board member Carol Skiljan, former city environmental commission member James Wang and union organizer Mali Woods-Drake. O’Hara’s financial forms indicate that his campaign raised $16,381, including $1,250 loan he gave his campaign, and spent $10,080 between Jan. 1 and Sept. 21. Most of his expenditures occurred between July 1 and Sept. 21st. His recent contributors include some people who also gave to Shaffer’s campaign — business consulting company owner Charles McDermott, Cardiff resident and Chula Vista firefighter Richard Brocchini and Encinitas resident Ed Machado. The Encinitas Citizens Review Panel, a political action organization, also gave to his and Shaffer’s campaigns, as well as that of mayoral candidate Bruce Ehlers.
