BAKERSFIELD, Calif. (KGET) -- With less than three weeks until the Nov. 5 general election, most voters should have their vote-by-mail ballots. Some are saying their ballots have gone missing and they're voicing concerns over election integrity. Once your ballot arrives in the mail, you can fill it out and then send it back by mail or drop it off at a drop box. But how likely is it that your ballot will get stolen? "Interestingly enough, no, I just went and checked with our phone bank. We've not been receiving any calls into our phone bank," said Kern Registrar of Voters, Aimee Espinoza, when asked if stolen and/or missing ballots are common. Espinoza added that the chances are low and it's likely the mail could just be delayed. This discussion was sparked on social media. A post from a Kern County voter stated her ballots were missing. She also uploaded a picture of an ominous note from her mail carrier, which explained the ballots were stolen. "I have informed delivery and so when I saw it wasn't there, I waited a couple of days," said Nichole Edwards, who made the post. "I got a post-it note from my mail carrier saying that my ballots had been stolen." Edwards added that she's genuinely curious as to why someone would steal her ballot. "What are they going do with it? Like, they can't sign my name," said Edwards. GoFundMe set up for woman killed in East Bakersfield crash She raised the concern of election interference. Edwards, who lives in Riverlakes, said it's the first time her vote-by-mail ballot went missing. But, when ballots are MIA, some voters -- like Charles Shinn -- worry about the greater issue of election integrity. "Identity theft, number one, but also someone, anyone can vote that ballot," said Shinn, a volunteer at the Election Integrity Project group. Espinoza emphasized, "If someone steals a ballot, they would also have to know the signature of the person whose ballot they're stealing, because every single signature is checked against our voter records." She said if you're missing a ballot, call the elections office, so they can void that ballot and issue a new one. That's just what Edwards said she did. Espinoza further noted that their system will know if a ballot has been voided. Thus, if someone were to vote that ballot, it would automatically be thrown into a "rejects pile." Other voters are also taking the chance to share their experiences online. Someone said they received a bundle of ballots not intended for them. Another user said while they were supposed to get their ballot last week, they still haven't received it. Espinoza encourages voters to use the state's 'Where's My Ballot?' tracker for updates. "Your ballot was received, your ballot has been counted...it also lets people know if there was a reject on the ballot, so if someone forgot to sign their ballot," she explained. Kern Elections said, as of last week, they've processed 5,000 vote-by-mail ballots. Another concern raised by voters like Charles Shinn, was that the county's sample ballots and voter guides were sent out after actual VBM ballots were. Espinoza acknowledged the happening, stating, "If I have to make the choice between getting something ahead of time or making sure it's right, I'm always going to make sure that it's right." Ballots were sent out the week of Oct. 7th. Sample ballots were sent out the following week. Espinoza said voters should expect to receive them in the coming days. And another continued concern -- Kern County's voter rolls. Shinn alleged he's heard from numerous voters about, "Numbers of ballots that have arrived at their house for folks that no longer live there." Shinn, referring to the fact that ballots may still be sent out after a person has died or moved addresses. "I hear about these things, but quite honestly, I can't say that I've actually seen a lot of these…if you see something, say something," Espinoza responded, adding that the public needs to let her staff know of such issues.
