Providence Police Col. Oscar Perez previously told 12 News Balbuena was killed on his 18th birthday.
"It's extremely sad," Perez said. "No family should ever have to go through this type of loss or trauma."
Jalen Santiago was already in custody for possession of a stolen vehicle prior to being charged with murder, according to court records. Police said the stolen vehicle charge is connected to the homicide investigation.
The trio is being held without bail pending their next court dates, which are scheduled for later this month.
