EL PASO, Texas (KTSM) – A judge could decide today whether Chicas Locas, a bikini bar, can continue to operate or be forced to close.  The bar is currently set up where the former strip club, ‘Jaguars Gold Club’ used to be, but it’s run by the same owner – RCI Holdings.  The injunction hearing is scheduled for 1:30 p.m. in the 41st District Court before Judge Annabell Perez.  The City of El Paso is asking the court to consider a permanent injunction after new evidence surfaced alleging the establishment is working as a sexually oriented business without the proper permits.  More legal trouble for ‘Chicas Locas’ with accusations from City of El Paso  | KTSM 9 News El Paso County also alleges that RCI Holdings violated a court order that barred the business from opening a new establishment at the exact location.  County Attorney’s Office seeks to shut down ‘Chicas Locas’ | KTSM 9 News RCI Holding's attorney maintains the company has complied with both the city and county of El Paso, saying the establishment is operating as a club, not a sexually oriented business.
