Doral officials are moving forward with updated proposed Doral Gateway East residential development modifications. With a 4-1 in favor vote during the Oct. 9 council meeting, Centrum Doral Owner LLC ‘s request for a modification to the Master Development Agreement (MDA) and a modification to the Pattern Book (PB) for the east portion of Doral Gateway East Neighborhood development was approved. The property along the east side of Dressel’s Dairy Canal at 8750 NW 36th St. and 3750 NW 87th Ave. is comprised of two parcels with 11 acres within the overall 25.19 acres of the Doral Gateway development. The applicant sought an amendment to the MDA and PB of the project and allow 330 residential units, remove hotel use of 150 rooms, reduce retail use from 47,900 square to 30,452 square feet, and increase office use from 340,634 square feet to 346,000. Doral Gateway is divided along the Dressel’s Dairy Canal into two distinct neighborhoods: the West Neighborhood and the East Neighborhood. The property is zoned Downtown Mixed Use with an Urban Central Business District overlay by the city’s Comprehensive Plan Future Land Use Map. Doral Gateway’s Downtown Mixed Use land use designation was initially approved in July 2014. The original MDA approved the Doral Gateway Development with a maximum of 550 residential units, 150 hotel rooms, 47,900 square feet of retail, and 340,634 square feet of office use. The MDA also stated that the actual combination of uses may vary, provided that the development program for Doral Gateway does not generate more than 1,063 gross evening peak hour trips. The West Neighborhood is now almost entirely developed, with 550 residential units and 10,000 square feet of retail. The East Neighborhood currently consists of 16,252 square feet of a CVS pharmacy building and 295,134 square feet of office buildings. The Doral Gateway East provides less urban sprawl than traditional single-family home neighborhoods through its compact design, according to Michelle Lopez, Doral’s interim planning & zoning director. ‘This will allow for an efficient build-out of the property, a more effective and appropriate use of land resources,” she told council members, “and will serve to create enjoyable pedestrian experiences such as Dressel’s Dairy Canal pedestrian pathway.” The location makes it easier for pedestrians to enjoy commercial activities on Doral Boulevard and get around the city without a car, she explained. These practices help contain the area and as a good example of smart growth practices. The ordinance has no fiscal impact on city revenues or expenditures. The proposed MDA and Pattern Book modifications will further the revenue growth strategic goal of the City of Doral Strategic Plan by increasing property value and adding new revenues to the city’s property tax base and fees, she said. “It is important to note that the additional tax revenues may be used to fund the infrastructure projects in the five-year Capital Improvement Program.” “You’re just a couple of blocks from Doral Center Park so there’s plenty of parking there that could be used as overflow parking if there is a need at some point. I thought it was a great offer that they needed to say that ‘we’re here to work with the community as much as possible.’ I appreciate you guys not only stepping up to the plate when we asked but also offering to neighbors in the community,” Mayor Christi Fraga told Centrum representatives during the meeting. “Obviously, that’s an area that the residents will use very much, too. It’s within walking distance and the residents that you’ll have there and currently living there have access to the park and can walk there.
