Fences surround the formerly proposed location for Miami’s administration offices downtown as construction begins at the site where a 36-story apartment tower will rise instead, with the municipal building breaking ground in the first quarter of 2025 near the airport. Miami-based Adler Group is developing the two projects as part of a public-private partnership with the city to realize a decades-long vision to rehouse its municipal offices after officials declared the current complex within the Miami Riverside Center (MRC) at 444 SW Second Ave. “functionally obsolete” in 2015. In 2018, 64% of Miami voters approved a referendum to lease and develop the 3.15-acre, city-owned MRC lot to Lancelot Miami River LLC, an Adler affiliate. The deal required the developer to construct a new administration building at 230 SW Third St., a neighboring property it owns. However, the city commission never OK’d the deal as it selected another government-owned property near Miami International Airport at the former Melreese Golf Course in June 2022 for the new office complex. Shifting plans will now see a 36-story tower, home to 345 multi-family residential units, rise at the Third Street site instead. Construction crews set up equipment on the property this summer. On Aug. 19, Adler announced the group is advancing with site work after filing vertical permits. “This new phase includes a stunning 36-story, 410-foot tower, featuring 345 apartments and a 393-space parking garage. Southern General Builders LLC will serve as the contractor, with our very own CEO, David Adler, overseeing the project. Nexus Riverside Phase 1B will be the second tower at the Nexus Riverside site, following the successful topping off of the 36-story Modera Riverside earlier this year,” the developer’s social media post reads. The luxury, Class-A multi-family building, Nexus Riverside, is to boast over 35,000 square feet of amenity space over two separate decks. Features include a rooftop pool with unobstructed 360-degree views of the Miami skyline, Biscayne Bay and the Atlantic Ocean and a ground-level connection to the neighboring Modera Riverside, a joint venture between Adler and Boca Raton-based Mill Creek Residential. The Nexus tower will also have a fitness center, social club, media lounge, game room, WeWork-style business center and meditation garden. The project team includes Nichols Architects as the architect. The city’s new municipal office location, 1822 NW 37th Ave., sits adjacent to Miami Freedom Park, soon to be home to the Mas brothers and David Beckham’s Major League Soccer stadium and commercial park slated to open in 2026. Construction on the administration building will start in the first quarter of 2025, with move-in expected at the end of 2027, according to Miami’s Department of Real Estate and Asset Management. On Sept. 26, the city commission approved an adjustment to the Miami Freedom Park’s Special Area Plan (SAP) that swaps the zoning of two parcels to reposition the administrative campus. The updated plan re-envisions the layout so the office building will now sit on the northeast corner of the lot facing Northwest 37th Avenue, freeing up the southern portion of the site and better connecting the 58 acres of parkland the project promises. The northward move also brings the city building closer to the Miami Intermodal Center, offering pedestrian access for those traveling through the nearby transit hub. The rezoning request emphasized the benefits of increased accessibility, particularly with constructing a new pedestrian bridge. “The amendment orients the proposed city administration building within walking distance of the Miami Intermodal Center, which contains multiple premium transit facilities. With the construction of the bridge, pedestrian accessibility would increase in and out of the property, supporting the proposed city administration building and constituents,” the request read. Miami’s Planning, Zoning and Appeals Board unanimously approved the revised plans June 18. Once finished, the facility will stand eight stories tall with government offices spread over 235,000 square feet and an attached garage for up to 903 vehicles.
