MEMPHIS, Tenn. -- The criteria for evaluating the Memphis Shelby County Schools Superintendent is under the microscope as board members look to make changes in how they grade her. The changes are among the first duties of the newly elected school board. "You all did the right thing not trying to say, 'Here's what we are going to measure, here's the instrument we are going to use," said consultant Tomeka Hart. "So, to be caught up in a couple of percentage points, you're not as far away as you think you are." Not far away but stuck nonetheless. The focus Tuesday was whether they should shift some weight from student achievement to staff relations. "I do think we all can agree that we should put a little more emphasis on staff relations because there is no student achievement without the staff," said MSCS board member, Sable Otey. The past three superintendents were graded using the same rubric but after Dr. Feagins received criticim for major reductions in staff, some wanted to change the rubric for grading her. Dr. Feagins disagreed with board members, saying the rubric needed to stay the same. "I do understand why this particular area was chosen and not community relations, although when I was a candidate what was emphasized to me (was) how will you work with the community," Dr. Feagins said. She reiterated that about 70 percent of students are not reading on grade level. "I believe the district's north star is student achievement and that has my language and that has been shared as the vision," Dr. Feagins said. Dr. Feagins and the board have 10 days to agree on the evaulation process.
