MEMPHIS, Tenn. — Early voting begins Wednesday in Tennessee, and we're taking a closer look at a complicated ballot in Memphis, where voters will decide on a lengthy three-part gun control referendum. Getting the referendum on the ballot has been a legal tug of war between Memphis and Nashville, with the State threatening to withhold state sales tax revenue from Memphis ahead of the vote. "The length of the referendum pushed it into a two-page ballot, which creates enormous technical problems for us," said Elections Administrator Linda Phillips. "We're managing and we'll get it done but it does create a very long ballot." Memphis putting gun control question up to city voters Gov. Bill Lee and others on the state level have come out against Memphis' gun control referendum, saying local ordinances can't supersede state law. But local leaders say the gun issue affects Memphis differently.          "Gun crime affects Shelby County different than it affects any other county in this state," City Council Chairman JB Smiley said. The last referendum on the ballot, the one dealing with gun control, has three parts: The first asks if people should be allowed to carry handguns without a permit in Memphis. The second asks if possession and sale of assault weapons should be legal in Memphis The third asks voters to consider what's called Red Flag laws. You'll have to vote either yes or no on all three questions. If you choose to read all three, the last section could take up to 19 minutes to read. So the Election Commission has come up with a way to help voters be prepared before they get to the voting booth.  "We are printing one-page sheets of the referendum questions and then we'll have them laminated and we'll pass them out while people are in line, so they can have looked at them before they get to the  machine," Phillips said. ► ELECTION GUIDE for November races
