HIGH POINT, N.C. (WGHP) -- High Point is one step closer to implementing the One High Point Commission Report. City leaders want to address racial disparities in the city through updated programs and infrastructure. “When we look at our 2045 plan and how we grow our city, we believe the one High Point Commission is a roadmap on how to destabilize poverty in our city,” High Point Mayor Pro-Tem Michael Holmes said. High Point’s city council recently picked its top three priorities from the OHPCR to implement.  This comes just one year after the city council accepted a report from the commission, detailing a plan for reparations in the city. “We get that the term reparations sometimes is a little challenging for people to accept ... Essentially, it means to repair. We look at, historically, some of the policies that have negatively impacted communities of color, specifically African Americans in the city of High Point. Those were intentional policies ... that segregated African Americans from taking part in the economy in the city of High Point,” Holmes said. In April, the city hired the National Institute of Minority Economic Development to assist in prioritizing the recommendations in that report to determine which areas are priorities for policy changes in the city. There were seven listed in the report, but city leaders say the top priorities for implementation are housing disparities, access to transportation and economic opportunities. “We look at actually workforce housing. We look at the ability of folks in our poor census tracts ... that have historically been renters to move into homeownership. So we're looking at how do we work with the private sector to be able to offer ... low-interest loan pools ... opportunities to purchase homes,” Holmes said. “When we think about economic development, how do we incentivize minority businesses?” With priorities identified, the consultant will come back over the next 30 to 60 days and look at the feasibility of the projects and give city leaders a timeline and information on how to roll out some of these policy changes. “They looked at some case studies that have happened from around the country and even some smaller studies from within the state, and they looked at the feasibility of those and the success of those, and then they applied that to the potential for One High Point based on ... our goals and what we wanted to accomplish from that,” Holmes said. Health disparities and the education gap are two other policy areas named in that report. While they were not identified in this round of priority items, Holmes says the city plans to tackle these other important topics in the next two to three years.
