Families of victims, survivors begin pursuit of civil lawsuits in response to Lewiston shootings

One hundred individual family members and survivors are notifying the U.S. government of their intent to pursue claims against the Department of Defense, the Army and Keller Army Community Hospital in West Point, N.Y., for negligence in failing to respond to warning signs posed by Army Reserve Sgt. Robert Card and to his explicit threat to commit a mass shooting.
