PORTSMOUTH, Va. (WAVY) -- Scallops are making one "shell" of a comeback on Virginia's Eastern Shore. After being previously extinct in the area, bay scallops may be approaching sustainable levels, according to the results of Virginia Institute of Marine Science's annual Bay Scallop Survey.
