Download the free KHON2 app for iOS or Android to stay informed on the latest news The Hawaii Department of Agriculture announced its newest interim rule to prevent the movement of the destructive and invasive bug. Officials said the rule "restricts the movement of palm plants, decomposing plant material, mulch, potting soil and other landscaping products" that might contain CRB. How do officials plan to manage CRB infestations on Oahu? The movement of palm plants exceeding four feet in height is also restricted. Additionally, the rule indicates Oahu as a "CRB-infested area." The new interim rule follows others issued in June 2022 and Oct. 2023. HDOA Chairperson Sharon Hurd signed it on Friday, Oct. 11, effective immediately, and will be valid for one year. According to HDOA, if an individual, company or organization violates the rule, they may be charged with a misdemeanor and may be fined no less than $100 and up to $10,000. Should the party commit a second offense within five years, the violator must pay for clean-up and decontamination fees, and the cost to "fully eradicate any CRB infestations caused by the violation." Reports said repeat offenders will be fined no less than $500 and up to $25,000. Officials urge residents on all islands to be careful when purchasing products such as mulch, compost and soil in case there are any entry holes. Plant Quarantine Branch inspectors will also inspect potential CRB host materials at all island ports, using methods such as pheromone traps to detect potential CRB infestations.
