A woman was arrested Thursday for suspicion of gross misdemeanor child neglect and misdemeanor DUI after an officer made a traffic stop when they observed a juvenile hanging halfway outside the window of a moving vehicle, according to a Carson City Sheriff's Office booking report. At 4:36 p.m. a deputy was sent to the intersection of Fairview Drive and South Saliman Road to assist a CCSO sergeant who had initiated a traffic stop due to a juvenile hanging half way out of the passenger window. It was also believed the driver of the vehicle was intoxicated. The deputy arrived and spoke with the sergeant who advised he observed the vehicle driving east on Colorado Street and made a left turn north on Saliman Road. The sergeant observed a juvenile hanging halfway out of the window of the front passenger seat and was clearly not wearing their seatbelt. The sergeant followed the vehicle until it stopped in the parking lot of a grocery store The officer observed the female driver exit from the driver seat. The officer told the deputy he observed the driver having blood shot eyes, slurred speech and was swaying and had difficulty walking and smelled an odor of alcoholic beverage coming from her person, the report states. The sergeant advised to the deputy that the woman refused to conduct standardized field sobriety tests when asked. The deputy met with the driver and asked her to walk with them to the vehicle to speak. The officer informed the woman she was under arrest for suspicion of DUI and that her daughter was hanging outside the window while they were driving, the report states. The woman asked if she could call her husband to respond to come pick up the daughter and the vehicle, which she was allowed to do so. While speaking the deputy could smell an odor of alcohol coming from her person and she had difficulty walking, the report states. The deputy asked the woman if she would be willing to provide a preliminary breath test to see where she at. She declined. She was read a request for voluntary evidence. She agreed to a blood draw. The deputy took the woman to Carson Tahoe Hospital without incident where two vials of blood were taken. Bail: $2,137. In other arrests: — A 51-year-old Carson City woman was arrested Thursday, 4:01 p.m. for suspicion of DUI alcohol and drugs, according to a Carson City Sheriff's Office booking report. At around 3:30 p.m. a deputy was dispatched for an unknown problem in the 500 block of East William Street. Dispatch advised they had multiple callers regarding a woman passed out in a vehicle, according to the report. Carson City Fire Department also responded. A deputy arrived on scene and spoke with CCFD personnel who advised they noticed the woman was passed out in the driver's seat with her car running. They advised they had to reach into the vehicle and turn off the engine so the woman did not drive away. They also advised there were two small shooter bottles of alcohol in the center console cup holder, which the officer also later observed. The fire department member stated the woman denied medical treatment, the report states. The deputy informed the driver the reason why they were there and asked if she would consent to field sobriety tests. She stated she would. The officer could smell a moderate odor of alcoholic beverage coming from the woman's breath, the report states. She advised she had taken taken prescription medication, which is not recommended to operate a vehicle due to causing drowsiness and said she had two small bottles of alcohol earlier. The woman showed signs of impairment on the tests, according to the report. She provided a preliminary breath test of .076. Due to the prescription medication that she took, knowing that it is not recommended to operate a vehicle and clues from the standardized field sobriety tests, she was arrested for suspicion of DUI. She consented to an evidentiary blood draw. Bail: $1,137. — A 65-year-old Carson City man was arrested Thursday for suspicion of misdemeanor DUI and open container. According to the arrest report, a deputy was dispatched at 7 p.m. to assist another deputy with a hit and run that happened on Goni Road. The deputy learned the suspect vehicle license plate and went to the location where the driver lived. The deputy went to the location and waited approximately two minutes when the suspect vehicle arrived on scene, the arrest report states. The officer approached the driver side door of the vehicle and made contact with the driver and sole occupant. The officer observed an open can of Natural Ice beer in the driver side door cupholder of the vehicle. The officer leaned closer to the man and could smell the odor of an alcoholic beverage coming from his person, the report states. The deputy asked the driver if he would participate in field sobriety tests. The man advised he would. The man's speech was slurred and the officer could increasingly smell the odor of alcohol coming from the man, according to the report. The man showed signs of impairment on the tests. He voluntarily and freely provided a preliminary breath test with a result of .272 and was arrested for suspicion of DUI and open container. The man advised he would provided an evidentiary blood sample, the report states.
