INDIANAPOLIS -- A new multi-million dollar project is in the works to fix speeding and dangerous driving on Indy's east side. Indy DPW is in the beginning phases of a project that aims to make 10th Street between Arlington Avenue and Emerson Avenue safer for both drivers and pedestrians. Community project aims to slow traffic on busy 10th St. The new solution stemmed from the community taking safety into their own hands. Back in 2023, the Community Heights neighborhood launched a nearly $150,000 tactical urbanism project along 10th Street. As part of the project, barriers were installed in an attempt to get drivers to slow down. “No one feels safe on 10th street, the overwhelming majority of people walking, biking or walking to the bus don’t feel safe," said Leslie Schulte, the former president of the Community Heights Neighborhood Organization, when the project launched. Now, that temporary project has turned into a permanent solution. “This is community engagement in action," said Kyle Bloyd with Indy DPW. "We often say no one knows their streets better than the people who live there. The Community Heights neighborhood organization had a hypothesis, we tested their hypothesis, that held true. And now that kind of gives us a template to work from." Bloyd said next year the city will begin the design phases of a multi-million dollar project on 10th street between Emerson Avenue and Arlington Avenue inspired by the Community Heights tactical urbanism project on the same stretch of road. “If you drive through there or look at it on a map you’re going to see a lot of homes, a lot of families live there," said Bloyd. "Over time, infrastructure can become disrespectful to the people who live there. So people who live there on that stretch of 10th Street, they deserve to be able to feel safe." City County Councilor Andy Nielsen said this area of his district is known for traffic issues and that a more permanent solution is needed. “Drivers are regularly going 10 mph over the speed limit and that’s because the streets are physically designed and constructed in a way that allows for kind of a drag strip effect," said Nielsen. "Neighbors along 10th Street and adjacent to 10th Street really have had enough.” DPW said during the design phase they will be taking input from people who live nearby as they are the reason the city is looking at a permanent fix to begin with. INDOT plans changes for connecting I-465 to US-31 “It’s years of hard work," said Nielsen. "It's years of the community coming together and identifying a problem and taking action into their own hands, in partnership with the resources that are available with the city to demonstrate a project that worked. When the community comes together and does the work, we can do big things.”  DPW said the design phase will start sometime in 2025. As far as when construction could get underway, DPW said that timeline is unclear as massive projects like this usually run on a 5-year time frame.
