PAWTUCKET, R.I. (WPRI) -- The expected completion date for the Tidewater soccer stadium has been delayed slightly, although the developer remains bullish that Rhode Island FC will still play all its home games at the new facility next season. Fortuitous Partners -- the company developing the 10,000-seat minor-league soccer stadium in Pawtucket -- told investors this week it has added an extra few weeks to its timeline for when the stadium will be substantially complete and when they will ultimately close out the project. The cost of the project is estimated at over $110 million. Initially, the goal was to receive a certificate of occupancy by March 13 and complete the project on April 25. Now, full certificate of occupancy is scheduled for April 4 and project completion is slated for June 11, according to documents provided to investors. Despite the delays, Fortuitous spokesperson Mike Raia said that "barring significant circumstances beyond anyone's control, the stadium at Tidewater Landing will open in the spring and Rhode Island FC will play its full slate of home matches in Pawtucket next season." "Construction continues to advance and season tickets are selling quickly in anticipation of the stadium's opening," he added. "USL will release its schedule in the winter and we anticipate that our home opener will be scheduled for sometime in April." (USL is the United Soccer League.) Appearing Friday on WPRI 12's Newsmakers, Pawtucket Mayor Don Grebien acknowledged there had been some equipment delivery issues, which he blamed on supply chain problems. And while he wasn't sure whether the first home game would be in March or April, the mayor said "absolutely they're going to be there next year." "They will have their annual season there -- no doubt in my mind," Grebien said. Consultants monitoring the construction attributed early delays to "bond closing and full funding delays." Patwucket and state officials scrambled last winter to close on $54 million in taxpayer-backed bonds that eventually yielded $27 million to help fund construction costs. (The rest of the bond proceeds went toward interest payments, reserves and administrative costs, including $3.5 million for lawyers.) More recently, the consultants pointed to "the potential delay of permanent power equipment delivery." "While procurement began early in 2023 for the long-lead time equipment to prevent this condition, it may not have been sufficient due to this electrical equipment delivery schedule uncertainty - which is an ongoing industry trend," the consultants wrote in a report. They said the adjusted timeline seemed reasonable, assuming "there are no additional hold-ups due to closing delays, unforeseeable circumstances, such as strikes, severe weather, and material shortages, deliveries, supply chain issues, or potential future forced shutdowns." Fortuitous spent more money in August than any other month of construction, but overall the company is running about 23% behind its projected spending goals, according to the report. The consultants also noted during a site visit on Aug. 26 that there were about 80 tradespeople working on the project. They said they had been told manpower would increase to 100 people through July and July, but "that increase did not occur." "In our opinion, the manpower level has remained low throughout for a project of this type a construction," they wrote. "The delayed project funding forced a slower pace at the start of 2023, but we do see the levels increasing as additional areas are turned over," they added. "We would continue to advocate for greater manpower than is onsite and, in our opinion, the anticipated increases will be needed to achieve the currently updated schedule." The company's contractor -- Dimeo -- expects to complete the exterior of the stadium by Dec. 19, and aims to begin installation of the synthetic turf beginning Dec. 9, according to the report.
