BUFFALO, N.Y. (WIVB) -- A West Seneca man was charged with promoting a sexual performance by a child, among other charges, following an Internet Crimes Against Children investigation, according to NYS Police. Richard I. Kelly, 34, was charged with promoting a sexual performance by a child, possessing a sexual performance by a child and acting in a manner injurious to a child. He was arraigned in West Seneca court. The NYS Internet Crimes Against Children Task Force is made up of 61 task forces across the country and represents over 5,400 federal, state and local law enforcement agencies. They are dedicated to investigating, prosecuting and developing effective responses to online crimes against minors. Kelly is one of over 89,400 arrests made since ICAC's inception in 1998.
