A record-setting $4.2 million settlement was reached between the U.S. Environmental Protection Agency and Philadelphia Energy Solutions to resolve Clean Air Act violations connected to the 2019 explosion and fire at the former refinery in South Philly, federal officials said Tuesday. The penalty is EPA's largest for a single incident for Clean Air Act violations.
