EL PASO, Texas (Border Report) – A 38-year-old woman has been charged with human trafficking for allegedly drugging a woman so men could pay to have sex with her at an El Paso hotel. Estefania Primera faces a second-degree felony after being arrested by investigators with the Texas Department of Public Safety. The investigation that led to the charges began after DPS Criminal Investigation Division special agents received information from the U.S. Border Patrol regarding a woman at the El Paso Service Processing Center who admitted to having worked as a prostitute, according to a complaint affidavit filed in El Paso County Court at Law. A DPS special agent who interviewed the woman last September 17 learned she had come to the United States 11 months earlier and was staying at an unnamed El Paso hotel. The affidavit says the woman, whom investigators only identified as Victim 1, told them that Primera approached her with a proposal to make money through prostitution.The victim says she refused but that Primera allegedly forced her to consume a pill with the characteristics of fentanyl, which caused her to lose consciousness. The affidavit alleges Primera, on multiple occasions, made her consume the pills and that she would come in and out of consciousness and see men engaging in sexual acts with her without her consent. The document lists the unwelcomed sexual acts the victim was subjected to and the victim waking up naked and with injuries that caused bleeding to her body. The victim allegedly told a DPS special agent she told Primera about the injuries and pain she was experiencing, and that Primera allegedly declined to procure medical attention for her and told her to take more pills. The victim also allegedly showed a hotel manager her injuries and that the manager told her the injuries “were probably caused by her spouse” and told her to return to her room, the affidavit alleges. The DPS special agent reportedly took photos of the victim’s face and found online ads posted last July offering sex acts by her and a second female. One of the posts had the address of the El Paso hotel, the affidavit alleges. The woman allegedly told DPS she witnessed men pay Primera for sexual acts the victim was to provide without consent. She said she never received money from Primera or anyone else for those acts. The victim reportedly tried to leave the hotel but was forced back by Primera. She alleges Primera beat her on multiple occasions, kicking and punching her. The woman told DPS that a female helped her walk to the hotel lobby last September 24 and walk out of the hotel. The victim says she made contact with a Border Patrol agent, who detained her for being in the United States illegally, the affidavit states. DPS is accusing Primera of knowingly trafficking the victim by causing her to engage in prostitution – a second-degree felony.
