INDIANAPOLIS -- During Monday's meeting, the Indianapolis City-County Council adopted a new proposal that officials with the Indianapolis Metropolitan Police Department say gives them "stronger tools" to address illegal street activities and spinning. IMPD Chief Chris Bailey took to social media on Monday evening, thanking the council for approving Proposition 314 during the meeting. "(The proposal) gives IMPD officers more tools to address reckless driving and spinning activities we have seen play out across our streets in Indianapolis," Bailey said on social media. "Once signed by (Indianapolis) Mayor (Joe) Hogsett, it will also increase penalties and fines for those who participate in these dangerous and illegal behaviors." Council to consider proposal to crack down on illegal street racers The proposition, introduced on Sept. 23 and referred to the council's public safety and criminal justice committee, amends a portion of the city-county code to address illegal street activity. IMPD identifies spinning as "driving vehicles at high speeds in circles and performing stunts, both inside and outside of the car." Officials said that they usually take place at intersection or parking lots. "The IMPD and (Indiana State Police) have seen spinning events result in serious injuries, gunfire and property damage," officials with the department said on social media. "These gatherings are held without proper permits and pose a danger not only to participants but also to bystanders." According to previous reports, officials said that individuals who commit those kinds of crimes will have their cars removed from them for at least 30 days. Additional fines could be leveled at participants, including starters, flag wavers and passengers in cars. This comes after the city has seen a number of illegal driving-related incidents over the past few weeks, including several arrests, 40 tickets, the seizure of two firearms and multiple cars being towed. Center Township constable pleads guilty to official misconduct, weapons charge Hogsett previously expressed his support for the proposal, according to a statement previously provided to FOX59/CBS4. "The violence we have seen over recent weekends toward these public servants is unacceptable and will not be tolerated," he said. "I’m proud to support City-County Council Proposal 314, which gives officers more tools to hold those participating in dangerous ‘street takeovers’ accountable and helps make Indianapolis a safer city for all. I urge the City-County Council to swiftly send this proposal to my desk for signature and continue to support our public safety officers." The approval of the proposal, in Bailey's view, shows the collaborative effort between IMPD, city leaders, the mayor and the council to "address an urgent issue affecting officers, drivers and neighbors alike." "Reckless driving and spinning events have not only disrupted traffic but have endangered lives and damaged property," Bailey continued in his statement. "IMPD remains dedicated to the safety (of) our roadways and this ordinance represents a significant step toward achieving that goal."
