One resident told 10 On Your Side she left Norfolk to get away from events like this.
"A little bit insecure, especially since I moved from Norfolk to get away from everything that's going on in Norfolk," Moyock resident Brianna Straight said. "And this was the safest situation, safest place until now. It's been safe and nothing is really going on. Nothing really happens until now."
The Caratoke Highway was shut down between Sawyertown Road and Tulls Creek Road in Moyock, and traffic was being rerouted during the incident.
