Dwayne Bailey won’t need much of an orientation when he begins his new job this week. He’s been hired as part-time Madison Village administrator. Village Council, during its Sept. 23 meeting, appointed Bailey to that position. Bailey retired on July 31 as full-time Madison Village administrator. He served in that capacity for a little more than 10 years. In the nearly two months since Bailey’s departure, council hadn’t named anyone to replace him. Council approved two separate pieces of legislation which authorized Bailey’s return to the Village Hall workforce. First, council passed an ordinance to reclassify the status of village administrator to part-time and change the pay grade. Next, the panel approved a resolution confirming the appointment of Bailey as village administrator. Council vote 4-0 in favor of each measure. Councilman Dan Donaldson was absent from the Sept. 23 meeting. Bailey will officially begin his duties as part-time village administrator on Oct. 1. “I am excited to be able to help out during this transition for the village,” he said, during a Sept. 25 interview. Bailey said one of his goals will be to complete the transfer of the community’s water and sewer utilities to the Lake County Utilities Department. In addition, he wants to “position the village for continued growth and success, and improved efficiency.” Last month, council rejected a resolution to appoint Bailey to a 60-day unpaid term as acting village administrator. Council turned down the proposal by a 3-2 margin. Council members Jay Adams, Dana Drown and Dan Donaldson voted against the legislation. Vest and Councilman Robert Lee voted in favor. After the legislation was defeated, Vest said all members of council want more information about how Bailey would function as village administrator on a volunteer basis. Vest, in a Sept. 25 interview, said the legislation approved by council on Sept. 23 provided greater clarity. These measures officially documented that Bailey was making the transition from full-time to part-time village administrator, and confirmed that he’d move to a lower pay grade. As part-time village administrator, he will be paid about $35 an hour, and won’t be covered by the village’s health insurance plan, Vest said. Bailey said that when he retired as full-time village administrator, he was earning about $90,000 a year, which translated to about $47 per hour. That job also provided employee benefits. Prior to being hired as Madison Village’s full-time administrator in 2014, Bailey worked for about 16 years as service director in the city of Mentor-on-the-Lake. He also is a U.S. Navy veteran.
