MADERA, Calif. (KSEE/KGPE) - Measure Q will be on the ballot for many voters across the Valley, but what is it? How will it affect four different counties? Why should voters care? YourCentralValley.com spoke with Madera Community College President Angel Reyna to learn more about the potential impact of Measure Q. The State Center Community College District Board of Trustees first approved a resolution ordering the election of a general obligation bond measure to assist in expanding facilities at each of its campuses and centers, serving a student population in four counties on Aug. 6. "Ultimately, what we're wanting to do with the bond, if approved, is to be able to provide the spaces where our students that are community members come in and get state-of-the-art training," Reyna said. Fresno, Reedley, Madera, and Clovis will have the final decision on whether or not the $698 million bond passes. Reyna says if passed, Measure Q will benefit students in fields like nursing, first response, and agriculture - but, he also says the measure stands to benefit everyone. "If we're able to educate our community, we're all better for it," Reyna said. The $698 million bond will levy two cents for every $100 according to Measure Q's official language and will fund a variety of programs as well as infrastructure maintenance projects. The bond also has strict accountability requirements including: Prohibition of any of the funds used for administrator pensions or salaries. All the money must benefit community college and not be taken by the State. Taxpayer oversight will be required and the bond will be subject to yearly audits to ensure funds are being used locally, effectively, and as promised. Funds must be publicly disclosed. Reyna says he is hopeful voters will vote in favor of Measure Q and help local community colleges continue to grant affordable and accessible training for students.
