Syracuse, N.Y. - Twenty-five people recited the oath of citizenship in a ceremony in downtown Syracuse Thursday.Senior U.S. District Judge for the Northern District of New York Frederick J. Scullin, Jr. presided over the ceremony, which took place in the Federal Courthouse.
