West Warwick town councilors propose ordinance to combat homelessness

WEST WARWICK, R.I. (WPRI) — Town councilors in West Warwick are trying to decide what to do with homelessness in the town.
Tuesday night, the town council continued talking with residents about a proposed ordinance that would eliminate homeless encampments on town property.
Many opposed the ordinance, but if it's passed the ban would go into effect on Dec. 2.
The councilors themselves are also at odds over how to address the issue of homelessness in town while, at the same time, protecting the health, safety, and welfare of residents.
"We're not going to arrest our way out of this and even if this was the ordinance that we use, it's really not enforceable," Town Councilor Jason Messier said.
"There are different stories and different circumstances and there's going to be people who don't want the help and that's where we really need to push back," Town Council President David Gosselin said. "If somebody doesn't want the help and wants to live on town property and destroy it then they should not be welcome."
The councilors voted to table the discussion so they could review, and maybe revise, the plan privately.
