WEST LIBERTY, Ky. (WTVQ) — Attendees in court on Tuesday afternoon saw video surveillance footage of the man police have identified as former Letcher County sheriff Mickey Stines shooting  Judge Kevin Mullins to death in his own chambers last month. Audible cries were heard in the courtroom from supporters of Mullins while the video played. The clip shown — less than a minute long — shows Stines pointing his gun at Mullins. Mullins then raises his hands as Stines shoots him, sending the judge crashing to floor behind his desk. Mullins appears to struggle getting up before Shines circles around the desk, shooting him several more times. Jeremy A. Bartley, the attorney representing Stines, arguing the clip fails to show the altercation that led up to incident. “Have you had an opportunity to review the video of the prior incident?” Bartley asked Clayton Stamper, a detective with Kentucky State Police. “I have,” responds Stamper. “And can you describe for us what happened immediately prior to the clip that we saw?” asks Bartley. “Sheriff Stines uses his telephone to make some phone calls. He then borrows judge Mullins’ cell phone and appears to make a call on that,” explains Stamper. “And that led to what you just saw.” Stamper said before the shots, Stines tried to call his daughter on his phone. He then tried to call her on Mullins’ phone. During cross examination, Stamper said Stines stood up from his chair in the judge’s office after looking at Mullins’ phone and shot him “seconds later.” Bartley asked Stamper if the investigation had turned up any evidence to determine the motivation of the shooting was anything other than what was on Mullins’ phone. Stamper said no, but said the investigation is continuing. Bartley said later that he doesn’t yet have information on the contents of the judge’s phone. The daughter’s number was in the judge’s phone, Stamper said. The phones have been sent to forensic teams for examination. After the hearing, Bartley was asked if he believes there was an inappropriate relationship between Mullins and Stines’ daughter. “I don’t want to comment on that,” Bartley responded. “I left the hearing today with a lot of questions still unanswered myself and there will be more light shed on the preceding events.” The case will now head to a grand jury. Stines’ next court date has not yet been announced.
