AUSTIN (KXAN) -- A new program moved forward in Austin that encourages affordable spaces for arts and music venues, small businesses and child care centers. City council approved the place-based enhancement program. According to the city's Economic Development Department's presentation, the program provides an annual property tax refund for four types of developments and businesses: Affordable space Community impact Cultural preservation Transformational infrastructure The affordable space category referenced new commercial or mixed-use developments that include affordable leases for arts and music venues and small businesses. Community impact focused on new construction that supports the development of high-impact community development projects including grocery stores in food deserts and childcare facilities. The cultural preservation category is for existing businesses like music venues, creative spaces, legacy businesses and nonprofits. Austin Business Expansion Program needs improvements, assessment says Lastly, the transformational infrastructure category focused on projects offering transportation solutions and sustainable development for city-led development efforts. The resolution for the program passed, but not without some amendments from council members. Council Member Zohaib 'Zo' Qadri added an amendment that directs the city manager to, "solicit feedback and return to council within a year with a report on program utilization and to initiate any revisions to the Place-Based Enhancement Program Policy." Council Member Ryan Alter's amendment directed the city manager to "work with other taxing entities including, but not limited to, Travis, Williamson, and Hays County, to explore potential partnerships in the Place-Based Enhancement Program that enhance the tax rebate available to eligible projects."
